Sampurna Suraksha Card: Innovative and Not for Profit Health Care Module...

In spite of the fact that the poorest of the poor understands the importance of the human value, economical constrain stands out as the major cause of the maternal and neonatal mortality and morbidity. Even so called wealthy families are also worried about the hospital bills.

Alka Hospital believes that the health services of the hospital should have a fixed price tag, which should be within the affordability of the patient. No one should be deprived of the essential medical services just because of the financial constraints. Poor people have to go up to selling or leasing the land in order to save the life of loved ones, and the fact is they never get them back. Ultimately they lose their only source of income, and are trapped into poverty trap and a vicious cycle leading to more and more poverty.

Private health expenditures have gone out of the patient’s pocket. Equality in the quality healthcare is endangered, as needy poor people who contribute more to the mortality and morbidity, has hardly any access to the quality medical services. In the light of the fact where the female health is at the least priority in the society, there has been an urgent need to bring the quality, equality, affordability and technology under one roof, so as to address the serious and global issues like maternal and neonatal mortality and morbidity.AlkaHospital had started putting all the efforts in this direction right from the inception of the hospital.

Alka Hospital has a privilege to design and implement a community healthcare module, named as “SampurnaSuraksha Card” since year 2004.

The ideology behind the “SampurnaSuraksha Card” is as follows:

1	To Assure the best of the quality care at the fixed affordable price.
2	To Find out the figure which is soothing to the patient’s pocket.
3	To Design a total hospital budget for 10 months MNCH Care Package which should cover all the hospital expenditure – even extreme one likeLSCS!.

The objectives of the Sampurna Suraksha Card are as follows:

1	To identify high risk factor at the earliest.
2	To bring all high risk group patients into low risk group.
3	To increase institutional delivery.
4	To ensure and assure the family health ( maternal and neonatal ) in small budget.

The Sampurna Suraksha Card is aimed to offer following services:

1	Any number of Antenatal Visits : Regular or Emergency.
2	Any number of Indoor services days including blood transfusion ( in general wards only ).
3	Any number of Ultrasound examinations ( Required by doctor or requested by patient ).
4	Any number of Color Doppler Ultrasound examinations.
5	Fetal monitoring ( AST and NST ) surveillance.
6	Any obstetric interventions during ANC : e.g. Cervical circlage operation.
7	Tetanus Toxoid Vaccinations : three times.
8	Delivery of any kind:Low risk group, high risk group.
9	Delivery of any type : Normal, Complicated, Vacuum, Forceps, with or without episiotomy ).
10	Cesarean Operation ( Required by doctor or requested by patient ).
11	One day indoor stay for normal delivery and three days stay for cesarean operation.
12	Family Planning Operation(within 6 weeks of delivery, if requested by the patient ).
13	10 % discount in the consultation charges other than OB/GY consultation ( if required ).
14	10 % discount in the laboratory charges.
15	10 % discount on the charges of the neonatologist.
16	Post natal follow up to one month.

Cost of Sampurna Suraksha Card: Just Rs 1500 /-
This Charge is taken for the Antenatal management only. Delivery of any kind including caesarian section operation, post partum care and family planning operation is absolutely free of cost.
Three equal installments (one month apart) of Rs 500/- each are allowed to underprivileged patients.

Special Provision:
In any condition, if the patient delivers at any other place, half of the amount is returned back to the patient.

Services not included in Sampurna Suraksha Card :

Declaration:
In spite of all the care taken by the hospital authorities, conditions like spontaneous abortion, missed abortion, malformation in the fetus, abruptio placenta, IUFD, oligo/polyhydramnios, preterm deliveries and other unspecified complications may arise even while being served under Sampurna Suraksha Card.
